    Did you know that public officers are entitled to 100 hours of training a year?  The Singapore Civil Service values its people and believes that every officer has talent and ability that should be developed to the fullest.  Training and continuous learning help improve each officer’s skills, knowledge and capabilities.     Upgrade your work-related knowledge and skills through formal studies and postgraduate courses.  Your organisation may also support your training with unrecorded leave or sponsorship of the course fees.

    Job rotation in the Public Service is an exciting way to be exposed to different types of jobs and learn new skills.  Job rotation can take the form of internal postings that allow you take on a variety of challenging assignments within a Ministry, or through secondment to other Ministries, Statutory Boards or external organisations for wider exposure and development during the temporary assignment. Such movements are integral in enhancing your career development. Competitive Salary, Performance-based Reward System

Key Principles

As a public officer, you will be paid at market rate which is comparable with that of the private sector for an employee with similar abilities and responsibilities. This is necessary for the Public Service to attract and retain an appropriate share of the national talent so that the Singapore Public Service can become one of the best in the world.

Your pay is linked to your work performance. This is to motivate and reward for good performance. The Public Service is progressing from a seniority-based system of fixed annual increment to a system where an individual's annual increment quantum depends on his potential and performance assessment.

The Public Service conducts periodic salary reviews to maintain market competitiveness. Supported by a flexible wage system, the Public Service is able to respond to varying economic conditions through timely wage adjustments. This will ensure that Public Service is paid fairly relative to their private sector counterparts.

Starting Salaries

Starting salaries in the Singapore Civil Service are determined based on various factors such as:

  • Your calibre (such as your work experience, skills, educational qualifications, personal qualities, etc)
  • The demands of the job (such as the type of work, scheme of service that you are appointed to, etc)
  • The prevailing labour market, etc.

Attractive Staff Benefits

The Civil Service has a comprehensive benefits programme for all officers:

  • Leave Benefits – Vacation, Medical, Accident, Study, Marriage, Maternity/Paternal, Childcare, Unrecorded, No-Pay Leave.
  • Medical Benefits – Receive an additional 1% of your gross monthly salary into your Central Provident Fund Medisave Account; and a subsidy of $350 per calendar year for your medical expenses. Any unused amount of this $350 subsidy will be credited into your Medisave account.
  • Dental Benefits – Receive 50% reimbursement of your dental expenses per visit, up to a maximum of $70 per year.
  • Housing Loans - Enjoy lower interest rates should you take a loan with DBS to buy your own home.
  • Long Service Award - If you have been with the Civil Service for at least 10 years, you can look forward to receiving the Long Service Award as a token of appreciation of your loyalty and dedicated service.
  • Group Insurance Scheme - You may apply to join the Public Officers Group Insurance Scheme which provides additional financial security to you and your family at low premium rates. The scheme provides worldwide coverage on a 24-hour basis against death, total and permanent disablement and partial and permanent disablement.

High Potential Programme

The High Potential (HiPo) Programme is designed to identify, develop and recognise promising officers with the potential to assume leadership positions in Ministries and public agencies. The objective is to develop broader leadership capabilities across the Civil Service.

As part of the HiPo Programme, the officers will have opportunities to attend milestone training programmes, participate in inter-agency project teams, be posted to an external Ministry/organisation, attend forums on leadership and governance, and undertake challenging assignments. These opportunities will help the officers to develop depth and breadth in policy formulation and implementation, nurture a whole-of-government perspective, and enhance their leadership skills.

Ministries will identify and assess the officers placed on the HiPo programme, based on stringent selection and retention criteria.  Typically, officers would need to have at least 2 years of service before they are nominated for the programme.

Management Associates Programme


The Management Associates Programme (MAP) is designed to groom outstanding young men and women to become leaders in the Public Service.

As a Management Associate, you will be exposed to the fundamentals of public governance and be equipped with the skills required in public administration. You will also acquire a deeper understanding of Singapore’s priorities and be exposed to different sectors of the Government. You will start your career in a Ministry for a solid grounding in your chosen profession. This is followed by a posting to a different Ministry for exposure to a different area of work for each subsequent two years. Management Associates will also be given opportunities to participate in a wide range of training and development programmes. These programmes are designed to broaden your perspectives on public sector issues and deepen your managerial and leadership capabilities. Some of the programmes include a three-month Foundation Course which covers visits to ASEAN countries, cross-ministry project teams, policy forums, and overseas conferences and study visits.

By the end of MAP, which lasts three to four years, you will have gained sufficient training and exposure to enhance your contributions to the Public Service. Outstanding Management Associates will be invited to join the Administrative Service. Cultivate your true potential in MAP.
