    Did you know that public officers are entitled to 100 hours of training a year?  The Singapore Civil Service values its people and believes that every officer has talent and ability that should be developed to the fullest.  Training and continuous learning help improve each officer’s skills, knowledge and capabilities. This helps to improve the deployability and employability of our officers.
  • Sponsorship and Postgraduate scholarships
    Upgrade your work-related knowledge and skills through formal studies and postgraduate courses.  Your organisation may also support your training with unrecorded leave or sponsorship of the course fees.
  • Job rotation and involvement in inter-agency projects
    Job rotation in the Public Service is an exciting way to be exposed to different types of jobs and learn new skills.  Job rotation can take the form of internal postings that allow you take on a variety of challenging assignments within a Ministry, or through secondment to other Ministries, Statutory Boards or external organisations for wider exposure and development during the temporary assignment. Such movements are integral in enhancing your career development. The Service also allows you to transfer across different Ministries/Schemes if you wish to move on to other jobs that interest you more and allow you to better demonstrate your abilities.

Competitive Salary, Performance-based Reward System

Key Principles

As a public officer, you will be paid at market rate which is comparable with that of the private sector for an employee with similar abilities and responsibilities. This is necessary for the Public Service to attract and retain an appropriate share of the national talent so that the Singapore Public Service can become one of the best in the world.

Your pay is linked to your work performance. This is to motivate and reward for good performance. The Public Service is progressing from a seniority-based system of fixed annual increment to a system where an individual's annual increment quantum depends on his potential and performance assessment.

The Public Service conducts periodic salary reviews to maintain market competitiveness. Supported by a flexible wage system, the Public Service is able to respond to varying economic conditions through timely wage adjustments. This will ensure that Public Service is paid fairly relative to their private sector counterparts.

Starting Salaries

Starting salaries in the Singapore Civil Service are determined based on various factors such as:

  • Your calibre (such as your work experience, skills, educational qualifications, personal qualities, etc)
  • The demands of the job (such as the type of work, scheme of service that you are appointed to, etc)
  • The prevailing labour market, etc.

Attractive Staff Benefits

The Civil Service has a comprehensive benefits programme for all officers:

  • Leave Benefits – Vacation, Medical, Accident, Study, Marriage, Maternity/Paternal, Childcare, Unrecorded, No-Pay Leave.
  • Medical Benefits – Receive an additional 1% of your gross monthly salary into your Central Provident Fund Medisave Account; and a subsidy of up to $500 per calendar year for your medical expenses. Any unused amount of the first $350 subsidy will be credited into your Medisave account, and the remaining $150 will be on a reimbursement basis. 
  • Dental Benefits – Receive 85% reimbursement of your dental expenses per visit, up to a maximum of $120 per year.
  • Housing Loans - Enjoy lower interest rates should you take a loan with DBS to buy your own home.
  • Long Service Award - If you have been with the Civil Service for at least 10 years, you can look forward to receiving the Long Service Award as a token of appreciation of your loyalty and dedicated service.
  • Group Insurance Scheme - You may apply to join the Public Officers Group Insurance Scheme which provides additional financial security to you and your family at low premium rates. The scheme provides worldwide coverage on a 24-hour basis against death, total and permanent disablement and partial and permanent disablement.

  • Employee Support Services – Ministries organise a wide variety of employee support services such as family-related activities, health and wellness programmes. Some Ministries provide on-site childcare centers and private rooms for nursing mothers.
